Committee action on Shaheen priorities

As reported by U.S. Senate Foreign Relations Committee, Shaheen says the committee approves legislation she led or co-led to strengthen U.S. national security and reinforce American leadership abroad. In her statement, the New Hampshire Democrat says the bipartisan support reflects the committee's focus on foreign policy measures that deliver results for the American people.

Among the bills, the U.S. Tech PATH Act would help partner countries procure American cyber and digital technologies, with Shaheen saying the measure is designed to improve the U.S. government's ability to respond to overseas demand for trusted technology. The Saving Lives and Taxpayer Dollars Act would require annual reporting to Congress on taxpayer-funded foreign assistance commodities that expire or spoil, aiming to increase transparency and oversight.

The committee also advances a Syria sanctions repeal bill co-sponsored by Shaheen and Senator Joni Ernst. The measure would repeal two sanctions laws imposed on the Assad regime while preserving authorities to target individual human rights abusers and other bad actors.

Security and regional implications

The Syria measure comes 18 months after Assad's fall and is framed as a way to facilitate the flow of U.S. goods and technology needed for reconstruction. Supporters also argue that easing those restrictions could reduce incentives for Syria to turn to Russia or China.

The Arctic Security and Diplomacy Act, led by Senator Mike Lee and co-sponsored by Shaheen, would require the State Department to develop a strategy to identify and counter foreign espionage and influence operations in the Arctic. The bill follows a bipartisan Arctic congressional delegation trip led by Shaheen and Senator Lisa Murkowski and responds to what lawmakers describe as growing cooperation between Russia and China in the region.

A separate Shaheen bill on Tanzania would require a comprehensive review of the U.S.-Tanzania relationship after political violence and democratic backsliding there. It also directs the administration to assess Tanzania's growing ties with China and Russia and evaluate the implications for U.S. strategic and economic interests in East Africa.
