House panel backs Earth MRI reauthorization as U.S. critical minerals push gains urgency
The House Natural Resources Subcommittee on Energy and Mineral Resources is examining how a federal mapping program supports domestic mineral development at a time of rising concern over U.S. reliance on foreign supplies. The review comes ahead of the scheduled expiration of the U.S. Geological Survey's Earth MRI authorization at the end of fiscal 2026.
Highlights
- House Natural Resources Subcommittee held an oversight hearing Thursday supporting reauthorization of Earth Mapping Resources Initiative to improve U.S. critical minerals intelligence.
- Earth MRI provides advanced mapping and data on mineral resources, hazards, mine waste, and abandoned wells, with current authorization expiring at the end of fiscal 2026.
- Committee Republicans emphasized Earth MRI's role in reducing U.S. dependence on foreign minerals by supporting domestic exploration, national security, and economic growth.
Congress reviews Earth MRI renewal
As stated by the House Committee on Natural Resources, the subcommittee held an oversight hearing on Thursday focused on the Earth Mapping Resources Initiative, or Earth MRI, and its role in identifying the mineral resources needed for manufacturing, energy technologies and national defense.Subcommittee Chairman Pete Stauber said the U.S. has abundant critical mineral resources but remains dependent on foreign adversarial nations for many materials used across modern industry and defense. He said reauthorizing the U.S. Geological Survey program later this year would help improve domestic mineral intelligence and expand advanced mapping of known deposits, including the Duluth Complex in northern Minnesota.
The Earth MRI program is designed to update mapping of the country's surface and subsurface resources. It compiles geologic, geophysical, geochemical and topographic data to identify mineral resources, hazards, mine waste and abandoned wells.
Mineral mapping seen as supply chain tool
USGS works with state geological surveys, universities and other partners to gather field data, conduct laboratory analysis and use remote sensing across the country. The program's current authorization expires at the end of fiscal 2026 and has broad backing from government and industry stakeholders, according to the committee.Republicans on the House Committee on Natural Resources said critical minerals are becoming more important for national security, economic growth and modern supply chains. They argued that Earth MRI supports U.S. mineral development by providing the surface and subsurface maps that serve as an early step in exploration, potentially leading to new discoveries and encouraging private investment.
Our earlier coverage of House Republicans advancing all 12 FY2027 appropriations bills through committee explained how GOP leaders framed the move as a return to “regular order” and a way to avoid omnibus packages. We noted the bills were positioned to support priorities such as defense, border security, and energy infrastructure while setting up floor debate and eventual negotiations with the Senate over final government funding.
