Sodium perchlorate boosts defense

The Defense Logistics Agency is expanding efforts to recover and redirect critical materials from excess property while keeping reutilization a central part of its mission. In one 2025 transfer, sodium perchlorate valued at about $63 million is routed from the Defense Threat Reduction Agency to support a defense supplier tied to Air Force technology investment.

Highlights

  • DLA coordinated with Air Force contacts to transfer seized sodium perchlorate to a domestic defense supplier, supporting safe reutilization of critical materials.
  • DLA's framework now enables extraction of key materials like germanium and titanium from excess property, converting waste into industrial feedstock for defense applications.
  • The Air Force Research Laboratory facilitated sodium perchlorate transfer under a Technology Investment Agreement, strengthening the domestic industrial base for munitions production across multiple defense systems.

Transfer framework supports strategic materials supply

As reported by Defense Logistics Agency, personnel from DLA Disposition Services, its Receipt and Warehousing Branch, and the agency’s Red River property disposal site in Texas coordinated last summer to identify a recipient for multiple direct shipments of sodium perchlorate turned in by the Defense Threat Reduction Agency.

Russell Manuel, RTD branch chief for the DLA Disposition Services Property Management Division, said the chemical lot resulted from an overseas seizure and required "receipt in place" for custody transfer to DLA. After the agency located a recipient through Air Force reutilization contacts, the material moved through what he described as a smooth and safe transition.

DLA says the effort fits into a broader push by its reverse logistics team to build a framework for extracting critical materials from property turn-ins, including germanium from night-vision optics and titanium from scrap metal, to create industrial feedstock from excess property.

Industrial base implications for defense production

Dr. Susanna Back, strategic and critical materials section lead for the Air Force Research Laboratory’s Materials and Manufacturing Directorate at Wright-Patterson Air Force Base in Ohio, said sodium perchlorate is a precursor for potassium perchlorate used in military applications including flares, fuses, smoke and flash bang grenades, and simulator devices.

A Colorado-based defense chemical supplier focused on solid rocket motors, propulsion research, and black powder production approached Back’s office after learning of the reutilization opportunity. The Executive Agent Program Office for Defense Production Act Title III then requisitioned the material on the supplier’s behalf under a Technology Investment Agreement, using authorities that allow the government to provide property and have procured materials transported, stored, processed, and refined.

Back said her office manages a multibillion-dollar portfolio of projects intended to create, maintain, protect, expand, or restore domestic industrial base capabilities essential to national defense. The transfer links excess government material with a domestic producer in a way that supports Air Force manufacturing needs across aircraft, spacecraft, missiles, rockets, and ground-based systems.

In our earlier article on Vulcan Materials’ quarterly results, we covered how strong demand for aggregates such as crushed stone, sand and gravel supported revenue and profit despite elevated input costs. We also noted that public construction activity and large projects tied to infrastructure, data centres and energy investment helped underpin shipments and management’s outlook.
