Timpanogos Sanitary Sewer District sewer bonds rated AA+ as plant expansion lifts leverage outlook
AA+ sewer bonds boost expansion

Timpanogos Sanitary Sewer District is preparing a $190.4 million sewer revenue bond sale as it advances upgrades and expansion at its wastewater treatment plant. The new financing comes with a stable 'AA+' rating, while Fitch expects debt metrics to weaken from very low levels over the next five years as capital spending rises.

Highlights

  • Timpanogos Sanitary Sewer District, UT's $190.4 million series 2026 sewer revenue bonds received a 'AA+' rating from Fitch, with pricing expected the week of Sept. 21.
  • Leverage is expected to rise from 2.3x in fiscal 2025 to 6.7x over five years due to major wastewater treatment plant expansion, reducing rating headroom.
  • The district changed its fiscal year end to June 30, creating short-term metric distortion, with normalized financial comparisons anticipated by fiscal 2028.

Bond sale and rating rationale

As reported by Fitch Ratings, the agency has assigned a 'AA+' rating to Timpanogos Sanitary Sewer District, UT's $190.4 million sewer revenue bonds, series 2026, which are expected to price through negotiation in the week of Sept. 21.

Fitch also affirms the district's outstanding revenue bonds and Issuer Default Rating at 'AA+', with a Stable Outlook. The agency says the sewer revenue bond rating and IDR reflect the district's 'Very Strong' financial profile, supported by 'Very Strong' revenue defensibility and a 'Very Strong' operating risk profile, both assessed at 'aa'.

The bonds are payable from a senior lien pledge on the net revenues of the sewer system, including impact fees. Fitch adds that revenue defensibility is supported by purchasers that exhibit very strong credit quality.

Capital spending and financial impact

The district's leverage, measured as net adjusted debt to adjusted funds available for debt service, stands at 2.3x in fiscal 2025 and is projected to rise to 6.7x over the next five years in Fitch's Analytical Stress Test rating case. Fitch says the increase is driven by the wastewater treatment plant upgrade and expansion program, leaving minimal headroom at the current rating level.

The district has also changed its fiscal year end from Dec. 31 to June 30 and will have a financial statement audit for the six months ended June 30, 2026. Fitch says short-term metrics may be somewhat skewed because of the transition, but year-over-year comparisons are expected to normalize by fiscal 2028.

The article noted stronger liquidity metrics and outlined the key sensitivities Fitch flagged, including potential pressure from rising debt, weakening cash levels, or a renewed dip in independent-living occupancy.
