Coalition of the Willing backs tougher Russia pressure and expanded Ukraine defence support
European and allied governments meeting in Paris reaffirm their support for Ukraine as fighting continues and ceasefire efforts remain unresolved. The group pairs calls for direct Ukraine-Russia talks with plans to expand air defence deliveries, tighten sanctions and prepare security guarantees tied to any future halt in hostilities.

Paris meeting sets negotiation and support agenda
As stated in a UK government statement, members of the Coalition of the Willing convene in Paris and say recent G7 and NATO summit outcomes strengthen their unity behind Ukraine. The group reiterates support for Ukraine's sovereignty and territorial integrity, condemns Russia's missile and drone attacks on Ukrainian cities and says Ukrainian battlefield gains are welcome.The coalition says it remains determined to secure a just and lasting peace in line with international law and the United Nations Charter. It calls for an immediate and complete ceasefire in Ukraine and for direct negotiations to resume, while backing a proposal for direct dialogue between Ukraine and Russia with active U.S. and European participation.
The statement says any peace agreement must include Ukraine fully and continuously, and that no arrangements affecting European security interests can be settled without Europeans. It also says Russian assets remain immobilised until Russia ends its war of aggression and compensates Ukraine for war damage.
Defence deliveries, sanctions and security guarantees
The coalition says it will continue supporting Ukraine for as long as necessary through military, financial and civilian assistance. Participating countries agree to increase deliveries of air defence systems, interceptors and long-range capabilities, while welcoming the creation of an Anti-Ballistic Missile Coalition and decisions to grant Ukraine licences to produce interceptors.The group also commits to intensifying economic pressure on Russia while attacks on Ukraine continue. It says sanctions will be strengthened, enforcement coordination will be tightened and action against the Russian shadow fleet will become more systematic, including more boarding operations and controls carried out in line with international law.
On longer-term security, the coalition says a durable peace agreement needs politically and legally binding guarantees that take effect once a ceasefire enters into force, alongside bilateral arrangements and continued military aid to Ukrainian forces. It adds that the Multinational Force for Ukraine is ready to help regenerate Ukrainian forces and provide reassurance on the ground, in the air and at sea, at Ukraine's request, once a credible cessation of hostilities is in place, with exercises due in the coming months.
