EBRD expands Bulgaria renewable energy and infrastructure investment push
Bulgaria boosts green growth

Bulgaria is deepening its shift toward cleaner power and upgraded infrastructure as new financing and policy work gather pace. The latest steps include progress under the country’s Recovery and Resilience Plan and a new framework to prepare public-private investment projects.

Highlights

  • EBRD collaborates with Bulgaria's Ministry of Energy to mobilise nearly 1 billion euros in Recovery and Resilience funds, supporting 3 GW solar PV and 15 GWh battery energy storage.
  • EBRD and Bulgaria sign a memorandum to launch the Public-Private Partnership Preparation Facility, aiming to accelerate private capital mobilisation for transport, energy, and industrial infrastructure.
  • EBRD has invested almost 5.3 billion euros in Bulgaria across 330 projects, emphasising private sector growth, green transition, and infrastructure modernisation.

Energy policy milestones and funding plans

As reported by the European Bank for Reconstruction and Development, the lender is building on completed renewable-energy and storage policy work in Bulgaria and is advancing new cooperation with the government. The milestones are marked during a visit by Mark Bowman, EBRD Vice President for Policy and Partnerships, and include work tied to Bulgaria’s Recovery and Resilience Plan.

The EBRD has been working with Bulgaria’s Ministry of Energy since 2023 on grant scheme design, competitive auctions and technical verification of completed projects under the plan. Nearly 1 billion euros in Recovery and Resilience Plan funds help mobilise several times that amount in private investment, supporting 3 GW of solar photovoltaic capacity and 15 GWh of battery energy storage.

During the visit, Bowman also discusses additional battery storage projects with government representatives and clients. The bank says these investments strengthen grid resilience, reduce constraints on renewable generation and allow more renewable power to be integrated into Bulgaria’s electricity system.

Infrastructure partnership and market impact

The EBRD and the Bulgarian government also sign a memorandum of understanding to establish the basis for the Bulgarian Public-Private Partnership Preparation Facility. The initiative is intended to support the preparation and implementation of public-private partnerships and concessions, mobilise private capital and speed up the modernisation of transport and other critical infrastructure.

Initial areas of cooperation include transport and connectivity, energy, irrigation infrastructure and industrial zones. Bowman says the bank’s partnership with Bulgaria spans policy reform, investment and institution building, and adds that the latest financing and public-private partnership cooperation are meant to turn reform momentum into further investment.

The EBRD says it has invested almost 5.3 billion euros in Bulgaria through 330 projects, with a focus on private sector development, competitiveness and the transition to a greener economy. The latest measures reinforce Bulgaria’s effort to cut reliance on fossil fuels while supporting energy security, lower power costs and broader infrastructure upgrades.

In our earlier coverage of Gas Malaysia’s LNG regasification terminal plans, we reported that the company is preparing a final investment decision for a new facility in Yan, Kedah, aimed at supporting rising gas demand in Peninsular Malaysia. The project is positioned as a market-driven import terminal intended to diversify supply options and strengthen energy security, alongside expectations of gradual gas-market liberalisation after key agreements expire.
