IMF staff-level agreement advances Argentina EFF review, opens path to U.S.$900 million
IMF deal nears $900M payout

Argentina moves closer to another disbursement under its IMF program as the third review of the Extended Fund Facility reaches staff-level agreement. The deal, if approved by the IMF Executive Board, would give the country access to about U.S.$900 million while reinforcing fiscal, monetary and reserve targets for 2026 and 2027.

Highlights

  • IMF staff and Argentine authorities reached a staff-level agreement on the third EFF review, enabling potential U.S.$900 million disbursement pending Executive Board approval in early December.
  • Argentina’s central bank net international reserves exceed end-June target by about U.S.$4 billion, with U.S.$16 billion in purchases and U.S.$6 billion in repo operations refinanced, U.S.$5 billion now maturing in 2028.
  • Approved investments under the RIGI incentive scheme surpass U.S.$76 billion, with new export volume highs and structural reforms expected to drive long-term growth and job creation.

Program terms and policy commitments

As reported by the International Monetary Fund, IMF staff and Argentine authorities have reached a staff-level agreement on the third review of the country’s 48-month Extended Fund Facility arrangement. The agreement still requires approval by the IMF Executive Board, with submission expected in early December after the remaining agreed steps are completed.

The fund says Argentina’s program continues to post strong results despite a more complex global backdrop. It says prudent fiscal and monetary policies are supporting disinflation and strengthening the external position, while net international reserves exceed the end-June target by about U.S.$4 billion.

Under the policy package, the fiscal anchor remains central to the program, in line with a primary surplus of 1.4 percent of GDP in 2026 and a similar fiscal effort in 2027, as reflected in the 2027 budget submitted to Congress. The central bank is set to keep targeting monetary aggregates, with exchange-rate flexibility maintained within the exchange-rate band system, while reserve buffers are due to be strengthened through improvements in the external position and continued foreign-exchange financing efforts.

Reserve gains and reform agenda

The IMF says Argentina’s central bank has purchased close to U.S.$16 billion so far this year, while the treasury has raised more than U.S.$5 billion in foreign exchange from local markets. The BCRA has also refinanced U.S.$6 billion of repo operations, with U.S.$5 billion of that amount now maturing in 2028.

In addition, the government, backed by official creditors, has mobilized U.S.$3.2 billion in cross-border guaranteed bank financing and is advancing efforts to secure another U.S.$1 billion before year-end. The authorities also agree to remain ready to tap international capital markets when conditions allow and to activate contingent credit lines if needed.

The fund says structural reforms in trade, labor, investment and capital markets are helping build a more market-based economy, with export volumes reaching new highs. Approved investments under the RIGI incentive scheme exceed U.S.$76 billion, and the IMF says execution of those projects, together with infrastructure concessions and deeper domestic capital markets, is expected to support growth and job creation over time.

In our earlier coverage of sovereign borrowing risks in a higher-rate environment, we noted that persistent geopolitical tensions alongside elevated fiscal spending can erode fiscal headroom and make refinancing more costly. We also highlighted that emerging and frontier markets are particularly exposed because debt-service burdens are high relative to narrower revenue bases, with energy and food price shocks adding to inflation and budget pressures.
