Berlin rating affirmed at AAA with stable outlook
Berlin's rating stays AAA

Germany's federal solidarity framework continues to underpin Berlin's top-tier credit standing as the city-state maintains access to strong institutional and liquidity support. The affirmation keeps Berlin's long-term foreign- and local-currency issuer default ratings at 'AAA' and its short-term ratings at 'F1+', while Fitch says no other factors affect the rating.

Highlights

  • Fitch affirms Berlin's AAA rating with stable outlook, anchored by Germany's federal solidarity system and alignment with sovereign ratings.
  • Berlin's operating balance improved to EUR1.6 billion in 2024, with Fitch projecting a rise to EUR4.1 billion by 2030 and EUR4.2 billion in fiscal equalization receipts for 2025.
  • Berlin's direct debt set to increase from EUR62.2 billion in 2024 to EUR64.6 billion in 2025, with debt metrics constrained by a projected 17.6x payback ratio and 175% fiscal debt burden.

Federal support framework anchors rating

As reported by Fitch Ratings, the affirmation reflects its unchanged approach of applying a 'AAA' rating floor to German Laender, aligning Berlin's ratings with those of the Federal Republic of Germany because of the constitutional solidarity system that supports all states in financial distress.

Under that framework, all member states of the federal republic share responsibility for assisting a Land facing extreme budgetary hardship, with support available from both the other Laender and the Bund. Fitch says this principle, most recently reaffirmed by constitutional courts in 2006, remains the central reason Berlin's rating stays at the sovereign level.

Fitch says Berlin's standalone credit profile remains in the 'aa' category, based on a 'Stronger' risk profile and an 'a' financial profile. The agency says liability metrics support the profile, while weaker payback and debt-service coverage continue to constrain the assessment.

Financial metrics show stable but pressured profile

Berlin's revenue base remains supported by shared taxes, fiscal equalization and federal transfers, which Fitch views as stable and resilient. The agency notes Berlin received EUR4.2 billion through fiscal equalization in 2025, equal to 11% of total revenue, while the operating balance improved to EUR1.6 billion from EUR1.5 billion a year earlier.

Fitch expects the operating balance to strengthen to EUR4.1 billion by 2030, helped by higher tax revenue and expenditure restraint. Its 2026-2030 rating case assumes average annual operating revenue growth of 2%, average operating expenditure growth of 0.7%, annual net capex of EUR3.239 billion and an apparent cost of debt of 2.4%.

At the same time, Berlin's direct debt rises to EUR64.6 billion at end-2025 from EUR62.2 billion in 2024, although Fitch says foreign-currency risk is fully hedged to the euro and floating-rate exposure is minimal. The agency projects an economic liability burden of 74.6% in 2030, a payback ratio of 17.6x, synthetic debt-service coverage of 0.7x and a fiscal debt burden of 175%.

Fitch says the main downside trigger for Berlin's rating is a downgrade of Germany's sovereign rating or an adverse change to the federal solidarity principle, which it views as unlikely. Because the rating is already at the top of Fitch's scale, it cannot be upgraded.

Sovereign resilience in a higher-rate environment has been under growing strain as persistent geopolitical shocks and elevated public spending keep borrowing costs high, our earlier coverage noted. We also highlighted that these pressures can erode fiscal headroom and worsen refinancing risk, with emerging and frontier markets typically facing the greatest vulnerability due to heavier interest burdens and narrower revenue bases.
