Andrew Biggs: Social Security system most closely resembles another national pension plan
Social Security compared to OECD pensions

Andrew Biggs stated that, based on his ongoing project comparing national pension systems in OECD countries, the system that Social Security most closely resembles has been identified.

Biggs highlighted that his comparison examines characteristics such as average benefits, benefit progressivity, and how taxes are levied across the earnings ladder.

Biggs has previously noted that the Social Security deficit has narrowed, though it may increase U.S. federal debt. In recent research, he also observed a rise in the share of seniors reporting comfortable retirement incomes, with fewer retirees saying they have very low incomes according to the 2025 Survey of Consumer Finances summary. These findings frame his current analysis of pension system designs.
