NVIDIA backs European public sector AI deployments with open models
NVIDIA powers EU public AI

European governments are expanding the use of open AI models to modernize public services while keeping sensitive data on infrastructure they control. The push spans projects in EU institutions, Poland, Germany, France, Greece and the UK, with a focus on local-language tools, sovereign cloud systems and operational oversight.

Highlights

  • NVIDIA supports European public sector AI deployments with open models, enabling adaptation to local languages, data governance, and controlled infrastructure across multiple countries.
  • Berlin-based deepset expands Haystack Enterprise Platform for AI@EC, while Poland, Germany, France, Greece, and the UK roll out sovereign AI solutions using NVIDIA hardware and frameworks.
  • NVIDIA will host the Open Models Codefest in Europe to foster development of agentic, locally governed AI systems as regional governments seek greater control over AI deployment and operations.

Public sector rollout across European services

According to NVIDIA Blog, European governments and its partners are deploying open models and related software to improve public administration while retaining control over data, infrastructure and safeguards. The company said the approach lets public bodies adapt models to local languages and services, assess training data and operate systems in controlled environments.

Berlin-based deepset is expanding its Haystack Enterprise Platform, which underpins AI@EC, the European Commission's shared platform for building and running AI applications on commission-managed infrastructure. The update links agent development, execution, optimization and governance, and adds tools to compare operating costs, assess answer quality and trace technical problems.

NVIDIA Triton Inference Server supports shared services used to find and rank relevant information in those systems. The company said the expansion builds on requirements demonstrated in deployments such as AI@EC, including reusable components, role-based access, audit trails and guardrails for applications such as document summarization, knowledge management and multilingual policy analysis.

Deloitte is helping Poland develop agentic systems for healthcare and employment services using open models. Poland's eHealth Centre is building an Intelligent Services Platform for medical imaging with NVIDIA DGX BasePOD and the MONAI framework, aimed at helping physicians analyze X-rays, CT scans and MRI images, detect abnormalities and prioritize urgent cases.

With Deloitte's support, Poland's Ministry of Family, Labour and Social Policy is also developing an agentic factory on NVIDIA accelerated computing infrastructure to assist job seekers. In the UK, London-based Locai Labs has released Nemotron-Personas-UK, a dataset of 1 million synthetic personas designed to reflect the country's demographic and geographic diversity while lowering privacy risk for developers testing public-service models.

Sovereign AI push widens across Europe

In Germany, Materna is introducing Sinfonie, an on-premises platform that combines generative AI, voice interaction and 3D avatars to help employees access institutional knowledge while keeping data on their own infrastructure. For organizations handling classified information, secunet, NVIDIA, Red Hat and deepset are also developing a sovereign cloud offering that combines accelerated computing and open models.

Germany's Sovereign Open Source Foundation Models research initiative is developing a family of AI models for industry and the public sector, including an open dataset grounded in the 2022 census across all federal states. NVIDIA said that dataset is intended to help developers test whether public-service models work consistently across regions.

In France, public digital purchasing body CANUT selected LINAGORA and Docaposte to provide a sovereign collaborative workspace built on Twake.ai, offering public employees email, document sharing and collaboration tools supported by NVIDIA technology. In Greece, KIEFER is developing an agentic factory on NVIDIA DGX SuperPOD with Greek-language tools for knowledge retrieval and digital assistants for public sector teams.

NVIDIA also plans to host the Open Models Codefest in Europe to support locally controlled agentic AI development for public sector use cases. The initiative brings together startups, software providers and laboratories as governments across the region seek tighter control over how AI systems are built, governed and deployed.

In our earlier article, we examined how prolonged geopolitical tensions and elevated fiscal spending are increasing sovereign borrowing risks as governments refinance debt at higher interest rates. We noted that persistent shocks such as higher energy and food prices can squeeze public finances—especially in emerging and frontier markets where interest-service burdens are heavier relative to revenues.
