Kazakhstan approves new mining rules with contributions to strategic crypto reserve
Kazakhstan has approved a new framework for regulating cryptocurrency mining that offers incentives in exchange for participation in the country's strategic digital asset reserve. The new rules will take effect on Aug. 1, 2026.
According to Zakon.kz, strategic miners will be eligible for electricity quotas at regulated tariffs if they transfer a portion of their mined crypto assets to the state-backed technology cluster Astana Hub. The document does not specify the exact size of the mandatory contribution.
Several local media outlets have reported that the contribution rate will be 10%, although this information has not yet been officially confirmed.
Requirements for strategic miners
Companies seeking strategic miner status must meet several technical requirements. In particular, they must own a data center with a capacity of at least 150 MW and use mining equipment with a hashrate of no less than 150 TH/s per device.
Applicants are also required to employ qualified technical personnel, maintain their equipment repair facilities, and have agreements with multiple internet service providers. Companies with outstanding tax liabilities or other mandatory payments are not eligible.
Kazakhstan continues to expand its state-backed crypto infrastructure
The new regulations are part of Kazakhstan's broader strategy for developing its digital asset market. In September 2025, the country launched the state-backed Alem Crypto Fund to build a long-term reserve of digital assets.
The fund's first investment consisted of BNB tokens acquired through cooperation with Binance Kazakhstan.
At the same time, Kazakhstan is expanding infrastructure for digital asset payments. In July 2026, Alatau City Bank and Binance Kazakhstan introduced Crypto Pay, a service that enables cryptocurrency payments via QR codes and POS terminals.
Earlier this month, President Kassym-Jomart Tokayev instructed the government, the National Bank, and other state bodies to prepare a comprehensive package of measures aimed at developing the digital asset market. The decree calls for support of the industry and broader adoption of cryptocurrency and blockchain solutions across the country's economy.
Earlier, Kazakhstan's financial authorities announced that more than 1,100 unlicensed cryptocurrency platforms had been blocked as part of an ongoing campaign against illegal activity in the digital asset market.
