As reported by the House Committee on Homeland Security, Chairman Andrew R. Garbarino and Subcommittee Chairman Michael Guest say the bill secures resources for border enforcement agencies after months of budget instability at the Department of Homeland Security.

In April, Congress passed H.R. 7147 to fund most of DHS for Fiscal Year 2026 and end a shutdown that Republicans attribute to Congressional Democrats. Committee officials testified that the lapse places unnecessary strain on the DHS workforce, disrupts coordination with state and local partners, and weakens the nation’s security posture.

Garbarino says the measure delivers resources to secure the border, interdict illicit drugs including fentanyl, and combat human trafficking and smuggling. He also says Republicans earlier this year backed new transparency and accountability requirements for DHS and are looking for President Trump to sign the legislation.
