Canada, NB8 reaffirm security and Ukraine support in new ministerial format
Canada & NB8 unite for security

Canada and the Nordic-Baltic Eight launch a new ministerial format focused on Euro-Atlantic security, economic resilience and support for Ukraine. The first meeting also links security coordination with trade diversification, supply chains and critical infrastructure protection across the Baltic Sea, North Atlantic and Arctic.

Highlights

  • Canada and the Nordic-Baltic Eight launched their first ministerial meeting to align positions on security, defence and resilience, emphasizing the rules-based international order.
  • The group reaffirmed ongoing support for Ukraine’s sovereignty, committing to effective, coordinated aid and maintaining pressure on Russia over civilian infrastructure strikes.
  • Canada and NB8 agreed to deepen cooperation in defence industry, maritime security, infrastructure protection and economic security, with regular meetings under Norway’s 2025 NB8 chairmanship.

First ministerial meeting sets security agenda

According to a joint statement published by Canada.ca, citing Global Affairs Canada, foreign ministers from Canada, Estonia, Denmark, Finland, Iceland, Latvia, Lithuania, Norway and Sweden meet in the first Canada-Nordic-Baltic Eight ministerial format to align positions on security, defence and resilience.

The ministers reaffirm their commitment to the rules-based international order, international law and the UN Charter. They say they stand united against attempts to change borders by force and will continue coordinating in the UN, OSCE, NATO and with the EU to uphold those principles and ensure accountability.

The group also says EU-Canada ties support shared goals on trade diversification, supply chains and strategic partnerships. Ministers highlight Canada’s role in Europe’s security, including through its agreement with the EU to participate in the SAFE instrument.

Ukraine, infrastructure and regional coordination

Ministers say the Baltic Sea, the North Atlantic and the Arctic are interconnected parts of Allied security. They stress the need to respond to Russian threats to critical infrastructure, including energy assets, as well as hybrid activities across those regions.

The meeting reaffirms continued support for Ukraine for as long as it takes, alongside backing for the country’s sovereignty and territorial integrity. Ministers commit to ongoing coordination so their support remains effective and responsive to Ukraine’s needs, and they reiterate Ukraine’s call for Russia to accept a full and immediate ceasefire.

The group also underlines the need to maintain international pressure on Russia over its aggression against Ukraine, with particular attention to repeated strikes on civilians and civilian infrastructure. Canada welcomes senior NB8 participation in the September 28-29 Pathways to Peace conference in Toronto, while ministers also welcome Estonia’s plan to host the next Ukraine Recovery Conference on January 28-29, 2027.

Beyond Ukraine, ministers identify practical areas for deeper cooperation in defence industrial capacity, maritime security, critical infrastructure protection and economic security. They agree to stay in close contact, meet regularly in the Canada-NB8 format and advance shared priorities under Norway’s forthcoming NB8 chairmanship.

We also outlined the investment-screening mechanism aimed at keeping adversary-linked capital out of sensitive projects, positioning the move within a wider security agenda spanning Europe and the war in Ukraine.
