Pag-IBIG Fund expands affordable housing push as assets, lending grow
Pag-IBIG Fund is broadening its role in affordable housing as it builds on steady growth in assets, lending and member savings through 2025 and the first half of 2026. The shift adds equity investment in housing supply to its long-standing function as a lender, while the fund also raises loan targets and expands developer tie-ups.
Highlights
- Pag-IBIG Fund's assets rose to P1.32 trillion by end-H1 2026, up 6% from end-2025, as it expanded into equity partnerships with developers.
- Pag-IBIG signed equity deals including up to P10 billion in Megawide's Dreamrise Residences and P2.9 billion in P.A. Alvarez Properties to finance over 14,400 affordable units.
- In H1 2026, Pag-IBIG disbursed P88.84 billion in loans (up 12% year-on-year), cut rates, raised loan caps, and targets P167 billion loans for 2026 despite weak private property demand.
Asset growth and new housing investment strategy
As reported by BusinessWorld Online, the updated assessment covers audited results through calendar year 2025 and unaudited data through the first half of 2026, while also capturing Pag-IBIG Fund's move since December 2025 into equity partnerships with developers. That marks a change from its earlier role focused mainly on financing members' home purchases through housing loans.Total assets crossed P1 trillion in the third quarter of 2024 and reached P1.23 trillion by the end of 2025, or 3.6 times the 2013 base. Growth continues into 2026, with assets at P1.32 trillion at end-H1, up 6% from end-2025 and 7% from a year earlier, indicating expansion from a much larger asset base rather than a sharp loss of momentum.
The fund signed an investment and partnership agreement with Megawide Construction Corp. on Dec. 17, 2025 under the Expanded Pambansang Pabahay para sa Pilipino, or 4PH, program. Under that deal, Pag-IBIG is set to subscribe up to P10 billion in perpetual preferred shares in Megawide Dreamrise Residences, Inc. to help finance 7,143 medium-rise units.
A second equity deal follows on Aug. 7, 2026, with Pag-IBIG set to subscribe to P2.9 billion in preferred shares of P.A. Alvarez Properties and Development Corp. The investment is payable in tranches and earns a fixed 9% a year over three years, supporting more than 7,300 units across 10 developments in Batangas, Laguna and Pampanga, with 80% classified as socialized housing and 20% as economic housing.
Loan expansion and property market implications
Lending is running ahead of last year, with P140.54 billion released in 2025 to finance 90,727 homes. In the first half of 2026, Pag-IBIG releases P69.19 billion in housing loans, while combined housing and wholesale loans for January to July reach P88.84 billion, 12% above the P72.61 billion recorded in the same period of 2025.Pag-IBIG is also signing accreditation and marketing agreements with large developers, giving members preferential pricing on selected projects financed through its housing loans. In mid-2026, it cuts housing-loan rates and raises the maximum loan per borrower to P10 million, while qualified socialized-housing borrowers under Expanded 4PH now pay a subsidized 3% a year.
The fund aims to disburse P167 billion in housing loans in 2026, 19% above the 2025 level, and P170 billion in 2027. The expansion comes as the private property market remains weak, with Pag-IBIG CEO Marilene Acosta citing high inflation, elevated interest rates, rising material costs and an oversupply of condominium units in Metro Manila.
S&P Global Ratings reports that combined residential pre-sales of several major developers fall in the first half of 2026 and expects a meaningful recovery only in the second half of 2027. That backdrop suggests Pag-IBIG's more aggressive housing push could help support demand and project delivery in segments tied to affordable and socialized housing, even as questions remain over how the expansion affects the fund's savings mandate.
In our earlier article on the National Housing Expo, we covered how DHSUD and Pag-IBIG Fund planned to bring 50,000 housing units from partner developers to members, alongside on-site loan assistance and discounts on selected properties. We also noted that the Expanded 4PH program supports affordability through higher loan limits of up to P10 million and reduced rates, including a subsidized 3% interest option for qualified socialized-housing borrowers.
