According to Bilello, rates have fluctuated over the decades, with averages of 8.9 percent in the 1970s, 12.7 percent in the 1980s, 8.1 percent in the 1990s, 6.3 percent in the 2000s, 4.1 percent in the 2010s, and 5.3 percent in the 2020s. The all-time low was recorded at 2.65 percent in January 2021, while the peak for 2023 was 7.79 percent in October.
