CAVITEX R1 extension tolls take effect on Oct. 28 after regulator approves second tranche
CAVITEX R1 toll hike starts

Motorists using the CAVITEX R1 Extension face higher charges from Oct. 28 under a new toll schedule covering the seven-kilometer link between Zapote, Las Piñas and Kawit, Cavite. The adjustment follows petitions tied to periodic rate increases scheduled for 2021 and 2024, while operator-backed relief measures remain available for selected public transport and agricultural vehicles.

Highlights

  • Toll Regulatory Board approved CAVITEX R1 Extension's second-tranche toll rates effective Oct. 28: P103 for Class 1, P207 for Class 2, P310 for Class 3.
  • More than 50,000 motorists daily use the CAVITEX R1 Extension, which connects Metro Manila to Cavite and will link with Cavite-Laguna Expressway through the CAVITEX-CALAX Link.
  • MPTC's ABANTE program reactivates toll relief for accredited public utility vehicles on Oct. 28, with agricultural vehicle rebates extended until Nov. 30.

Toll rollout and rate structure

As reported by BusinessWorld Online, the Toll Regulatory Board says it approved the second-tranche toll rates for the Manila-Cavite Expressway R1 Extension. Starting Oct. 28, motorists using the route pay P103 for Class 1 vehicles, P207 for Class 2, and P310 for Class 3.

The approved rates arise from the 2020 and 2023 toll petitions filed by CAVITEX Infrastructure Corp. and the Philippine Reclamation Authority, with the petitions incorporating periodic toll adjustments scheduled for implementation in 2021 and 2024, respectively. Metro Pacific Tollways Corp., the tollways arm of Metro Pacific Investments Corp., says the increase is split into two tranches to cushion the impact on motorists, with the first tranche implemented in October 2025.

The CAVITEX R1 Extension serves more than 50,000 motorists daily and forms part of the road network linking Metro Manila to Cavite and other parts of Southern Luzon. The project is a joint venture between MPTC subsidiary Cavitex Infrastructure Corp. and the Philippine Reclamation Authority, and it is operated by PRA wholly owned subsidiary PEA Tollway Corp.

Connectivity and transport relief measures

The expressway is positioned as a key corridor for faster travel between Southern Luzon and Metro Manila, particularly as CAVITEX is set to connect with the Cavite-Laguna Expressway through the CAVITEX-CALAX Link. That connection is expected to strengthen mobility across the southern growth corridor and support economic activity in adjacent provinces.

MPTC says its ABANTE program, which provides toll relief for public utility vehicle operators, is reactivated on Oct. 28. All ABANTE-accredited traditional and modern jeepneys, UV Express units, and buses with authorized routes using the CAVITEX R1 Expressway Extension are eligible for toll rebates, while rebates for vehicles transporting agricultural products remain in place until Nov. 30.

CAVITEX Infrastructure Corp., PRA and operator PEATC say they remain committed to infrastructure that strengthens connectivity and economic activity across Southern Luzon.

Philippine sovereign bond reforms and planned index inclusion were the focus of our earlier article, highlighting how market modernization could improve liquidity and broaden the investor base but won’t automatically translate into stronger real-economy investment. We noted that the payoff depends on fiscal credibility and on whether cheaper funding is paired with effective, corruption-resistant public spending—especially on infrastructure and other productivity-boosting reforms.
