Senate draft sets policy and funding priorities
As reported by the Senate Committee on Agriculture, Nutrition, and Forestry, Chairman John Boozman on Tuesday unveils the Agricultural Act of 2026, a discussion draft aimed at strengthening the farm economy, modernizing farm policy and investing in rural America.Boozman says the measure is designed to support farmers, ranchers and producers while building bipartisan backing in the Senate for eventual passage. The proposal incorporates input from farmers, ranchers, rural leaders and other stakeholders, and it includes more than 100 bipartisan Senate bills and priorities.
The draft builds on changes enacted through the Working Families Tax Cuts, which improve commodity programs, expand access to affordable crop insurance and strengthen farm safety net programs. Producers are set to begin seeing benefits from those updates this fall.
Among the main provisions, the bill further improves commodity, dairy, standing disaster and crop insurance programs, expands options for specialty crop producers and modernizes farm loan programs. It also streamlines conservation programs, creates the Forest Conservation Easement Program and the State Conservation Assistance Program, and seeks to raise USDA loan limits so producers can access more capital.
Rural investment and competitiveness in focus
The proposal also targets rural development with support for drinking water systems, broadband access, healthcare services, childcare and other community infrastructure. Boozman says the measure is intended to strengthen local economies and improve quality of life across rural America.Additional provisions back agricultural research and innovation to improve U.S. competitiveness and narrow the gap with foreign rivals. The draft also responds to higher fertilizer costs, includes protections against foreign adversaries seeking influence in U.S. agriculture and promotes changes for the U.S. Forest Service to speed critical forest health projects through streamlined environmental reviews and stronger partnerships.
Boozman frames the discussion draft as a starting point for further negotiations, saying it is meant to provide a strong foundation for continued talks on support for family farmers and the broader agricultural sector.
