Five-year renewal for SSA projects

As reported by Ways and Means Committee, citing the House Committee on Ways and Means, the Removing Barriers to Work for Disabled Americans Act, H.R. 8884, reauthorizes the Social Security Administration's demonstration project authority for five years after that authority expired in 2022.

The legislation allows the agency to test alternative program rules to determine which changes could make it easier for Social Security Disability Insurance beneficiaries to join or return to work. Lawmakers say the projects are intended to identify practical reforms while keeping participation voluntary and protecting beneficiaries from income reductions.

Ways and Means Committee Chairman Jason Smith said the current system is not delivering for many Americans who want to work, citing the gap between the share of beneficiaries interested in employment and the small number who leave the program because of a successful return to work each year.

Workforce and benefits impact

Fewer than 1 percent of Disability Insurance beneficiaries leave the program each year because of work activity, even though 60 percent report they are work-oriented, according to the figures cited in the measure's rollout.

Supporters of the bill say fear of overpayments, benefit cliffs and complicated eligibility rules continue to discourage workforce participation. By letting SSA test new approaches, the legislation is meant to improve labor-force attachment and work outcomes for people with disabilities who are able to pursue employment.
