Stone Cloak rollout and visit agenda

As reported by GOV.UK, Burnham is using Zelenskyy’s visit to reaffirm the UK’s support for Ukraine through the war and beyond, while the two leaders are expected to meet at a naval base and hear from Ukrainian and British personnel about the impact of UK training on the front line.

London says Stone Cloak consists of tablet-sized electronic jammers that hinder Russian air defence systems from tracking and targeting drones fitted with the device. The government says the capability reflects rapid joint innovation under the 100 Year Partnership, and that after its rollout in Ukraine it is expected to be integrated into the next generation of UK deep-strike systems, including Project Brakestop, the UK’s low-cost cruise missile programme.

By sharing the intellectual property, the UK says Ukraine can mass produce Stone Cloak itself, strengthening front-line defences and wider European defence. Thousands of the jammers have already been gifted to Ukraine by the Ministry of Defence, supporting Ukrainian drone operations during Russia’s invasion.

Military training and wider support commitments

During the visit, the two leaders are due to meet more than 200 Ukrainian military personnel and sailors who have spent the past three weeks in the UK taking part in Exercise Sea Breeze, a maritime security and counter-mine exercise designed to prepare for future missions in the Black Sea.

The exercise forms part of broader British support that includes 3 billion pounds a year for Ukraine for as long as it takes. Since Russia’s full-scale invasion, total UK support reaches 25 billion pounds, including 16 billion pounds in military assistance and 5.6 billion pounds in non-military backing.

Burnham says the government sees defence investment as both a security priority and an economic lever, arguing that support for Ukraine and domestic capability development can also drive growth and opportunity across the UK.
