Schleswig-Holstein keeps AAA rating as Fitch affirms stable outlook
Schleswig-Holstein AAA affirmed

Germany's constitutional solidarity framework continues to underpin top-tier credit ratings for its federal states, with Schleswig-Holstein remaining aligned with the sovereign rating of the federal government. The latest affirmation keeps the state's long-term foreign- and local-currency issuer default ratings at 'AAA' with a stable outlook, while its standalone credit profile stays at 'aa'.

Highlights

  • Fitch affirms Schleswig-Holstein's AAA rating and stable outlook, reflecting equalisation with the Federal Republic of Germany due to the constitutional solidarity system.
  • Schleswig-Holstein's operating balance improved to EUR1.361 billion in 2025 from EUR778 million in 2024, with further increases expected to EUR1.557 billion by 2030 on stronger tax revenue.
  • Outstanding direct debt reached EUR32.6 billion at end-2025, with no foreign-currency exposure and a six-year weighted average maturity mitigating repayment risks.

Rating support and fiscal strengths

As reported by Fitch Ratings, the affirmation reflects its unchanged approach of applying a 'AAA' rating floor to all German Laender, equalising their ratings with those of the Federal Republic of Germany. Fitch says this approach is based on the constitutional solidarity system, under which the states and the federal government are jointly responsible for supporting a Land in financial distress.

Fitch says Schleswig-Holstein's standalone credit profile of 'aa' reflects a stronger risk profile and a financial profile in the 'a' category. The agency assesses the risk as low that the state's ability to cover debt service with its operating balance weakens unexpectedly over 2026 to 2030 because of lower revenue, higher spending or rising liabilities.

The ratings assessment also points to a stable and diversified tax base, with tax revenue making up 75.6% of Schleswig-Holstein's total revenue in 2025, up from 73.9% in 2024. Fitch expects that share to rise over the medium term, supported by the government's fiscal stimulus package, with personal income tax and VAT remaining the largest contributors to revenue.

Debt profile and budget outlook

Fitch says German states benefit from prudent spending controls and a solid national framework for debt and liquidity management. For Schleswig-Holstein, the agency highlights strict market discipline, strong access to international capital markets and regular benchmark bond issuance as factors that support liquidity and refinancing flexibility.

Schleswig-Holstein's outstanding direct debt stood at EUR32.6 billion at end-2025, with no foreign-currency debt and only negligible exposure to interest-rate risk. Fitch says repayment risk is mitigated by frequent capital markets issuance and a weighted average debt maturity of six years.

The agency also notes a marked improvement in the state's operating balance, which rose to EUR1.361 billion in 2025 from EUR778 million in 2024 because of stronger-than-expected tax revenue. Fitch expects the operating balance to increase further to EUR1.557 billion by 2030, supported by higher anticipated tax intake under its rating case, the latest official tax forecasts and projected nominal GDP growth of 4% a year in 2026 to 2030.

In our earlier coverage of Mario Draghi’s warning on the monetary-fiscal trade-off, we explained how keeping interest rates above growth for too long can worsen public-debt dynamics and raise pressure for policy choices that lift inflation. The article argued that central banks should focus on price stability while avoiding unnecessarily restrictive rate paths that could choke off productive investment, and it highlighted policy options such as deeper EU market integration and targeted budget support to sustain long-term growth.
