EU sanctions package bars transactions with HTX from Aug. 23

The European Union is tightening its Russia sanctions regime by extending transaction restrictions to crypto platforms that it says undermine measures linked to the war in Ukraine. Starting Aug. 23, people and companies in the bloc are barred from dealing with HTX, while some EU, European Economic Area and Swiss users may apply within three months to withdraw funds or close accounts.

Sanctions scope and legal timetable

As reported by The Block, citing the EU's Official Journal, the bloc has identified HTX, listed in the regulation as "HTX (HUOBI GLOBAL SA)", among third-country financial institutions and crypto service providers it says are significantly frustrating restrictions imposed over Russia's invasion of Ukraine. Under the measure, EU operators are barred from engaging directly or indirectly in transactions with the exchange from Aug. 23.

The restriction does not amount to a full asset freeze or designation. Eligible EU, European Economic Area and Swiss nationals and residents may seek authorization to withdraw funds or close accounts, but they must apply within three months after the ban takes effect.

The move forms part of the EU's 21st sanctions package against Russia, adopted on July 23. The package designates 218 individuals and entities, and the Council says it also extends transaction restrictions to 14 crypto-related service platforms and adds four designations tied to the A7 network.

Broader crypto impact and compliance pressure

Other crypto platforms listed alongside HTX include EXMO, Rapira, BitPapa, Aifory Pro, WhiteBird, NoOnecrypto and Exnode, with their restrictions also scheduled to begin on Aug. 23. The package also creates a new mechanism allowing the EU to prohibit transactions with crypto service providers based in countries that have systematically and persistently failed to stop platforms from undermining sanctions, although the annex listing such countries remains empty for now.

The EU action follows earlier scrutiny from the UK, which sanctioned Huobi Global S.A. in May, and comes two days after TRM Labs alleges that HTX rotates hot wallets and funding addresses across TRON, Ethereum, BNB Smart Chain and Solana after the British measures. HTX rejects that characterization, saying the wallet movements reflect routine, security-driven platform operations common across the industry.

The regulation's reference to "HTX (HUOBI GLOBAL SA)" also differs from a previous statement by an HTX spokesperson, who tells The Block after the UK action that Huobi Global S.A. is distinct from HTX. HTX does not immediately respond to a request for comment on the EU measure.
