Top Ethereum teams launch advocacy alliance for DeFi regulation
Seven major Ethereum protocol development teams — Aave Labs, Aragon, Curve, Lido Labs Foundation, Spark Foundation, The Graph Foundation, and Uniswap Foundation — have announced the formation of a new group called the Ethereum Protocol Alliance for Advocacy (EPAA).
According to a press release reviewed by The Defiant, the EPAA will coordinate efforts on global policy issues related to blockchain networks and Ethereum-based software, which together secure more than $100 billion worth of assets across public blockchains.
Currently, Ethereum’s total value locked (TVL) stands at $78.6 billion, with Aave remaining the largest decentralized finance (DeFi) protocol, holding over $39 billion in TVL.
Ethereum Foundation supports EPAA creation
The group believes that protocol developers need greater representation in policy discussions, particularly as governments continue drafting new cryptocurrency regulations. They also hope that the EPAA will help policymakers better understand how DeFi systems actually operate.
“Decentralization is the foundation of Ethereum’s trust and resilience, and with the EPAA we aim to ensure that policy recognizes and protects this principle,” said Sam Kim, Chief Legal Officer at Lido Labs Foundation.
The decision to create the alliance comes amid growing public interest in crypto. The Crypto Survey 2025 conducted by Strategy & PwC found that retail investors now allocate between 5% and 20% of their portfolios to digital assets.
In the U.S., a DeFi Education Fund and Ipsos survey showed that 56% of Americans want full control over their money and believe they should be able to transfer funds digitally without intermediaries, while 42% said they would participate in DeFi if regulations were clearer.
“Initiatives like the Ethereum Protocol Alliance for Advocacy reflect the growing understanding that Ethereum ecosystem stakeholders play a key role in educating policymakers,” said Tomasz K. Stanczak, Co-Executive Director of the Ethereum Foundation, adding that the EF welcomes the creation and work of the EPAA.
The alliance will collaborate with organizations such as the DeFi Education Fund, the Decentralization Research Center, and the European Crypto Initiative to provide technical input and support ongoing policy development efforts.
