Committee agenda spans education and workforce policy
As reported by House Committee on Education and the Workforce, the panel advances 10 bills that Republicans say are designed to strengthen student protections, expand workforce opportunity and reduce regulatory burdens on employers.Committee Chairman Tim Walberg says the markup reflects a push for policies that put students, parents, workers and job creators first. He says the package is intended to prepare students for future workplace demands, modernize workforce systems, support small businesses, protect parental rights and promote accountability and economic growth.
On education policy, the package includes H.R. 8781, the Title IX Clarification Act of 2026, which codifies the Supreme Court's recent ruling that sex under Title IX refers to biological sex. It also includes H.R. 4986, the Parents Opt-in Protection Act, which strengthens parental consent protections for surveys, evaluations and other school activities involving children.
The committee also advances H.R. 8747, the K-12 AI Literacy and Readiness Act of 2026, which allows schools to use federal education funds to help students and educators use artificial intelligence safely and effectively. Another measure, H.R. 9723, the Fit Future Act, codifies the President's Council on Sports, Fitness, and Nutrition and restores the Presidential Fitness Test to encourage physical activity among children.
Employer rules, hiring systems and labor oversight
Several of the bills target labor markets and business operations. H.R. 8183, the MATCH Act of 2026, helps states modernize workforce data systems and develop talent marketplaces intended to connect workers more efficiently with jobs, credentials and training programs. The package also includes H.R. 8660, the VEST Act, which excludes restricted stock units from regular-rate pay calculations for certain nonexempt employees under the Fair Labor Standards Act, a change framed as giving employers more certainty while expanding access to equity compensation. H.R. 8347, the RURAL Healthcare Act, clarifies that locum tenens healthcare providers qualify as independent contractors, with the stated goal of improving medical staffing in underserved and rural communities.
Other measures include H.R. 6213, the Heat Workforce Standards Act of 2026, which blocks a proposed Biden-Harris heat injury and illness prevention standard and bars similar future rules. The committee also advances H.R. 8775, which bars individuals convicted of sex offenses against minors from serving in union leadership or related labor roles, and H.R. 5267, the American Franchise Act, which codifies a direct-control joint employer standard for franchising to provide more certainty for business owners and entrepreneurs.
