Andrew Biggs states that, when measured accurately, the average Social Security benefit for a two-person household amounts to 2.15 times the poverty threshold before factoring in any personal savings.

He adds that the current debate on Social Security reform in the U.S. needs to improve, calling for a more substantive discussion of the issue.

Biggs previously noted that a $1,300 annual tax increase would address 40 percent of the U.S. Social Security deficit. He has also reported that the program’s long-term deficit rose 16 percent, mainly due to updated OBBA and fertility assumptions, according to recent estimates. Public support for tax hikes to fix Social Security remains limited.
