As announced by the Senate Committee on Commerce, Science, and Transportation, a bipartisan group of senators introduces the Hurricane Hunter Aircraft Recapitalization Act to codify NOAA's airborne storm reconnaissance mission and expand the authorized fleet size. The legislation raises the limit from no more than six aircraft to a range of at least six and no more than nine, while also requiring backup aircraft so operations can continue if some planes are grounded.

The bill also preserves and modernizes airborne radar and remote-sensing capabilities, authorizes multi-year contracting for aircraft acquisition and support, and requires NOAA to maintain qualified NOAA Corps aviators and aircrews. It authorizes $2.5 billion in federal appropriations for aircraft purchases and $45 million annually for operations and maintenance.

Supporters say the upgrade is needed because much of NOAA's Hurricane Hunter fleet is more than 50 years old and faces mounting maintenance challenges. The aircraft collect real-time data on storm location, intensity, structure, and surrounding conditions, information the senators say satellites cannot provide directly.

Lawmakers frame the measure as both a public safety and economic resilience initiative, particularly for Gulf Coast states where hurricane disruptions can affect ports, supply chains, and energy production. The legislation states that data gathered by the aircraft improves National Hurricane Center forecasts by up to 20%, helping communities make evacuation decisions and protect critical infrastructure.

Texas is described as facing more hurricane-related economic exposure than any other state, while senators also point to benefits for other regions dealing with extreme weather, including atmospheric rivers in the Pacific Northwest and California.
