BOX Exchange is formalizing how it allocates desks and other space on its trading floor for current and prospective floor participants. The policy sets out the request process, gives general priority to new participants seeking a first desk, and requires newly assigned desks to be staffed within 14 calendar days.
Highlights
- BOX Exchange prioritizes new floor participants over existing firms requesting additional desks when allocating trading floor space based on a waiting list.
- Floor participants awarded a desk must staff it within 14 calendar days, with non-compliance risking forfeiture unless BOX exercises its discretion to waive the deadline.
- BOX may use a random lottery to assign surplus desks if no new requests or waiting lists exist, retaining final authority to amend allocation policy for market fairness.
Desk request process and allocation rules
As reported by BOX Exchange, current floor participants seeking an additional trading floor desk can submit a BOX Trading Floor Desk Assignment Form to the exchange for review. If no desk matching the request is available, the participant is placed on a waiting list maintained by the exchange. When desks become available, BOX may allocate them based on that waiting list, but it generally prioritizes new floor participants seeking their first desk over firms requesting extra space. The exchange also says its determinations on trading floor space allocation are final and that it may amend or depart from the policy to maintain a fair and orderly market under its rules.
Floor participants are generally barred from moving or switching desks, although BOX may approve a move when it finds good cause. If the exchange determines there is a surplus of desks and no new participant requests or existing waiting list, it may use a random lottery to assign the available space.
Operational requirements for assigned desks
Once a desk is assigned, the floor participant must staff it within 14 calendar days of the initial assignment. Assigned desks must also be routinely staffed, and failure to meet either requirement may lead to forfeiture of the desk.BOX retains discretion to waive or extend the 14-day deadline and will determine what qualifies as routine staffing. The notice gives market participants more clarity on how physical trading floor capacity is managed as the exchange balances access for new entrants with oversight of existing space usage.

We also noted that rising local and political resistance—including moratorium discussions and other regulatory proposals—can delay buildouts and materially change return assumptions for investors.
