Jake Chervinsky called attention to a bill that provides significant protections for developers, especially those working in decentralized finance. He highlighted that the Blockchain Regulatory Clarity Act (BRCA) states non-custodial developers are not treated as money transmitters, with additional protections outlined in provisions 207 and 601, preventing their classification as intermediaries.

Chervinsky said that while the bill includes robust safeguards, further improvements—such as adjustments in Title 3—are required to fully accommodate DeFi.

Chervinsky has previously discussed regulatory moves affecting crypto developers. On March 17, 2026, U.S. regulators issued major updates for the industry as the CFTC and SEC clarified crypto rules. He also highlighted the SEC and CFTC’s collaboration on Project Crypto, describing the effort as a boost for U.S. financial markets. These developments frame ongoing efforts to address crypto regulation and developer protections.
