Leadership threat sharpens after Burnham win

As first reported by The Observer, Starmer is discussing his future with his wife at the Chequers country residence before making a final decision, and senior Labour figures expect a clear statement as soon as Monday.

Speaking to broadcasters on Sunday, business minister Peter Kyle says he has no reason to believe Starmer is planning to announce his resignation on Monday, but adds that it would be delusional not to recognise that the prime minister's position is under threat. In an interview with Sky News, Kyle says Starmer is working hard while also trying to create space to think and reflect on the political realities, challenges and opportunities before him.

Kyle does not repeat Downing Street's recent line that Starmer plans to fight any challenge. He also declines to give details of what he describes as a frank and lengthy conversation with Starmer on Friday, beyond saying the prime minister did not focus on self-interest and was always thinking about the country.

Party losses deepen uncertainty for Labour

The pressure on Starmer, which has been building for months, increases sharply after former Greater Manchester Mayor Burnham wins a seat in parliament on Friday, allowing him to launch a formal leadership challenge. Starmer's unpopularity is exposed by the ruling party's heavy losses in local elections in May, while polls of Labour members indicate Burnham would win such a contest.

In response to the report about Starmer's future, a government source says the prime minister remains focused on governing. In a later BBC interview, Kyle accepts that forces are clearly at work challenging Starmer as leader.

Former minister Jess Phillips, a supporter of health secretary Wes Streeting, tells the BBC that it feels as if Starmer has reached the end of the road and that any departure should be as dignified as possible. Starmer has previously said he would stand in any formal Labour leadership contest, while contenders need the backing of 81 Labour members of parliament, or a fifth of those sitting, to launch a challenge.
